The product was manufactured by Hillcrest Laboratories, Inc. under U.S. military contract in December 1966, as indicated by the Defense Supply Agency (DSA) number and contract code. Such tins were included in personal hygiene kits or field packs, particularly for troops deployed in sunny or tropical regions where ultraviolet exposure posed health risks.
